Height - Front Yard
4 ft max in home front yards, and a front-yard fence must not be solid (you must be able to see through it).
Height - Side/Rear
8 ft max, measured from finished grade, in side and back yards of single-family home lots. Columns and ornaments may rise up to 3 ft above the limit.
Height Notes
The town's Development Code covers the whole town, whichever county your address falls in (Gwinnett, Jackson, Hall or Barrow). No county fence rule applies inside town limits. The 8 ft side and back limit is measured from finished grade; the 4 ft front limit has no stated measuring point. Open question: the code doesn't address the street-facing side of a corner lot. Corner Lots

A fence in a required landscaped buffer must also look finished and decorative from the neighboring property, be rot-resistant or waterproofed, and have shrubs or ground cover planted between it and the property line. Sec. 6.12.J Must be kept structurally sound and upright: broken, warped or missing parts repaired, rust and corrosion on metal fences treated.
Gates
No part of a gate, or a vehicle waiting at it, may block a public right-of-way or the minimum sight distance, whether the gate is open, closed or partway.
