4 ft max, and the fence must be decorative: brick, stone, wood, stucco, wrought iron or split rail. The material rule binds as tightly as the height, so a 4 ft chain link front fence is not allowed. If the back of your lot runs along a street, that back yard does not count as a front yard.

The code doesn't say how fence height is measured. Both street sides of a corner lot count as front yards, so the 4 ft decorative limit applies to both. Subdivision entrances: monuments or columns up to 12 ft and walls up to 8 ft, with City Administrator approval of a landscape plan, site plan and design drawings. Apartment parcels at 8 or more units per acre must be fenced on all sides, 4 ft minimum, in chain link, wrought iron or a material the planning director approves. Townhomes and other attached single-family homes on a parcel of 3 acres or more are exempt. Code Sec. 14-31.

Design Requirements
Finished side faces out: the side visible to the public must be the finished side of any wooden or structural fence. Front yard fences in residential zones must be decorative. The fence must not block neighbors' views entering or leaving a right-of-way and must comply with all city ordinances.
Gates
Pool gates must open outward away from the pool, close by themselves and latch by themselves. That comes from the swimming pool code the city adopts at Code Sec. 10-2. No rule sets the height, setback or swing of an ordinary fence gate. The fence must leave access for utility service, garbage collection, meters and mail delivery, and must not block required off-street parking.
Floodplain Rules
If your lot is in the mapped floodplain, the fence must have enough open area to let water and debris flow through. A solid privacy fence is not allowed there. Zoning Resolution Art. IX Sec. 911.
