Height is measured from natural ground level to the top of the fence at any point along it. On a lot graded under an approved site plan or landscape plan, the approved plan grade counts as natural ground level. No fence over 4 ft within 40 ft of a major road right-of-way, or within 35 ft of a collector street right-of-way on a lot along a required greenbelt. Where a 4 ft limit applies, a fence with decorative tops such as post caps, finials or scallops may reach 5 ft, but never in a front yard or in a required setback along a street.

Materials Allowed
No fixed list of permitted materials. Metal parts on a home fence must be vinyl-coated or painted a standard dark brown, dark green or black. Wire may be attached to the inside of, or built into, a wood, stone, brick, wrought iron or other non-wire fence to contain pets or animals where that fence alone wouldn't. Coated or painted in those dark colors, it is not then treated as a wire fence.

Design Requirements
If the structural supports are mostly on one side, that side must always face into your property: finished side out. A front-yard fence must stay at least 50 percent see-through from the street. Metal parts at homes: vinyl-coated or painted dark brown, dark green or black.
Gates
Emergency access: no fence may be installed where the fire chief finds it prevents or unduly restricts access to the property. Pool gates: open outward, self-closing, self-latching. No other gate rules in the fence ordinance.
Floodplain Rules
No fence may be placed in the drainage system without a development permit. Building a fence is a minor land-disturbing activity, so it needs no erosion control permit. Land Development Ordinance Secs. 1005.3 and 1006
Color Restrictions
Metal parts on a home fence must be vinyl-coated or painted a standard dark brown, dark green or black. Chain link around a private tennis court must be green vinyl. Zoning Ordinance Sec. 908.1(f)
