Height Notes
Height is measured from the natural grade to the topmost part of the fence. The Downtown Mixed Use (DMU) district is stricter and covers houses, not just storefronts: in front of the building line, 3 ft max and no more than two-thirds solid; behind the building line, 6 ft max. On a corner lot, both street-facing sides count as the front.

Barbed wire exception: security around essential public services or publicly owned facilities.
Historic Districts
No historic preservation commission and no historic overlay district. Historic control runs through the downtown Historic Core (DMU-HC) design standards: a fence in front of the building line is limited to 3 ft, no more than two-thirds solid, and chain link is prohibited. The city's Certificate of Appropriateness process covers only listed minor architectural changes, and fences are not among them.
Setbacks
None from the property line: fences may go right up to it. Never in a public right-of-way or easement, unless the city grants a written waiver before the permit is issued (a granted waiver is recorded with the county court clerk). Downtown, fences may be built on property lines or as a continuation of building walls.
Design Requirements
If the two sides of the fence differ, the finished side faces the neighboring property. Downtown, a fence in front of the building line may be no more than two-thirds solid. Screen walls go inside the property line, and all wall designs, including vehicle openings, need city approval.
Color Restrictions
No general color rule. Chain link, where allowed by exception (retention ponds, public utilities, approved public facilities), must be black vinyl-coated.
