Pool fences in Villa Rica: Private pools must meet the International Swimming Pool and Spa Code 2012 and apply for a Land Disturbance Permit. No pool in a front yard, unless the pool is the lot's main use; Community and club pools: barrier at least 6 ft tall, gaps no wider than 4 in, and the pool at least 50 ft from any property line.

Height - Front Yard
Solid fences: 3 ft max. Mostly open fences (at least 50 percent see-through): 4 ft max. Any front-yard fence, wall or hedge must let you see straight through at least half of it.
Height - Side/Rear
Side and back yards in residential districts: 6 ft max. 8 ft applies only to industrial use or the special cases listed under height notes.
Height Notes
Height is measured from the ground next to the fence to its highest point, not counting posts; posts may rise up to 1 ft above the fence. Industrial use: 8 ft in every yard. A fence may reach 8 ft only where: the neighbor's home site within 20 ft of the lot line sits at least 4 ft higher than your lot line; the side or back line runs along a collector or arterial street as part of a multi-lot subdivision; the fence is a GDOT-required sound barrier or a Homeland Security-required security fence for a public or institutional use; City Council allows extra height by rezoning or specific use authorization; or the lot line abuts a C2, I2 or more intensive use that needs no buffer yard. The city's own ordinance governs everywhere inside city limits, in both Carroll and Douglas counties. Farm operations and athletic-facility fences (ball fields, tennis courts, driving ranges) are exempt.

Materials Allowed
Wood, decorative metal, textured masonry, or synthetic materials styled to look like natural ones. Chain link: allowed in all districts, but on home lots only in the back yard, and it must be vinyl-coated. HOA rules can prohibit it.

Historic Districts
Yes. Building, altering, restoring or removing a fence in a historic property or district counts as a material change in appearance and requires a Certificate of Appropriateness.
Setbacks

Design Requirements
Along a public street or public easement, the finished side of the fence faces the street.
Floodplain Rules
No fence may block the flow of water in a drainage easement or impede stormwater runoff. A fence placed in an easement may be removed by the easement holder.
