Materials Allowed
Chain link: allowed in a side or back yard that runs along a public street. On a side yard it must stop halfway between the front and back of the house. In a back yard it must sit far enough off the right-of-way for a landscape strip to screen it from public view. Two of the city's six model overlay districts ban chain link outright. In the Holly Springs Parkway District and the Hickory Road District, fences and walls must be attractive, long-lasting materials such as exterior wood, masonry or stone, and chain link may not be used. Sec. 19.8-8 and Sec. 19.9-8. In a mixed-use overlay district, which covers Harmony on the Lakes, a fence next to a public right-of-way or public property must be wrought iron or decorative steel or aluminum. Wood may be used along side or rear lot lines next to private property. Razor wire and barbed wire are not permitted. Sec. 20.10.

Historic Districts
The city's historic district was renamed the Holly Springs Town Center District in 2009. In that district, a change to a fence in view from a public right-of-way or a private accessway needs design review before the city grants development approval or a certificate of occupancy. Sec. 19.7-2.1. A building or structure the city deems historic needs a certificate of appropriateness from the Holly Springs Historic Commission before a permit is issued. Code of Ordinances Sec. 18-56. Harmony on the Lakes is a city overlay district that sets no fence rules of its own, so the city fence rules above apply there. Its recorded covenants and design guidelines apply on top, and the stricter of the two governs. Sec. 19.12-2.
