Height Notes
Fencing attached to the house must start behind the front edge of the side windows closest to the front, or one third of the way back along the house, and in no case less than 12 ft behind the front face. These rules apply citywide, not only in the historic district. Where rules conflict, health and safety wins first, historic preservation second, and the general fence rules third.

Historic Districts
Three local districts: Rose Hill, Residential and Downtown Commercial. The Residential district is the largest. Work in a district must meet that district's standards. A certificate of appropriateness must be approved before a fence goes up, and no building permit is issued without one. Porterdale Code Sec. 107-90. Apply at City Hall. Staff may approve it at no charge if it meets the Residential Design Guidelines. Otherwise it goes to the Historic Preservation Commission or the council: fee $25, filed at least 10 working days before the next regular council meeting.
Setbacks
At least 36 in from the edge of any street or alley.

Front yard gates and arbors are banned, along with front yard fences.
Floodplain Rules
Not allowed in the floodway. The flood chapter counts a fence as an ancillary structure. Elsewhere in the floodplain a fence needs a city permit and must be built so stormwater still sheets through, with no net loss of flood storage. Along the Yellow River a 100 ft natural vegetative buffer applies. Construction in the river corridor is prohibited unless the code allows it, and a city permit must be obtained first.
