Design Requirements
Junk screening: a fence used to hide junk, scrap, old appliances, used lumber or metal, construction equipment, or a wrecked, junked, broken-down or abandoned vehicle (or one without a current tag) from a road or a neighbor must be solid, with no see-through gaps, and at least 6 ft tall. Other screening needs the land use officer's approval (the mayor, or someone the mayor names). Pets: a pen or fence for a dog or other domestic animal must reach the ground and be tall enough that the animal cannot get out. No other rule on a home fence's design, on how see-through it must be, or on which side must face out. Construction sites: temporary fencing around a lot under construction is exempt from the fence rules but needs the land use officer's approval and must come down when construction ends. A gate for vehicles must sit at least 25 ft back from a public road right-of-way, so cars can pull in and out safely. Pool gates follow the state pool code.
Floodplain Rules
Mapped flood zone (land with a 1 percent or greater chance of flooding in any year): a development permit is required before any man-made change to the land. Floodway (the stream channel and the land beside it that must stay open to carry floodwater): nothing may go in unless an engineer certifies it will not raise flood levels or widen the floodway.
