Permit Requirements
Required by the zoning ordinance for any structure, fences included, but the city's permit office says only a fence over 7 ft needs one. Ask before you build. A pool needs a city permit unless it is a prefabricated pool under 24 in deep. Department of Planning and Community Development · 706-860-5094 103 W Robinson Avenue, Grovetown, GA 30813
Height - Front Yard
Between the house and the street: 3 ft max. Along a collector or arterial street, or a street bordering a subdivision, the code allows up to 8 ft; ask the city whether that covers a single home lot.
Height - Side/Rear
Side and back lot lines: 8 ft max. Street side of a corner lot, or a lot whose back runs along a street: 6 ft max.
Height Notes
Which rule applies depends on where the fence sits relative to the front wall of the house (set by how the house faces, not by the street) and the front setback line, the line the house itself has to sit behind. The city can tell you where that line falls on your lot and whether your street counts as a collector or arterial. Whether the 8 ft allowance along a collector or arterial street reaches a single home lot is not settled; ask the city. Business lots: 8 ft plus up to 2 ft of security wire. The code does not say how fence height is measured.
Corner Lots
6 ft max for the stretch between the front of the house and the front setback line. No wire or chain link, and it cannot pass the front wall. Same if the back of your lot runs along a street. Anything over 30 in that blocks the view sits at least 15 ft back from the right-of-way line of each street at an intersection.
Materials Prohibited
Wire and chain link: not between the house and the street, not on the street side of a corner lot or a lot whose back runs along a street, and not along a collector, arterial or subdivision-edge street. The code has no barbed-wire or razor-wire rule. Business lots may add 2 ft of security wire on top.
Historic Districts
None. The city has no historic district, preservation commission or certificate of appropriateness process.
Setbacks
At least 2 ft from any street right-of-way. A fence may be built on a side or back property line.
Design Requirements
Finished side faces the neighbor, on every fence. A fence along a collector, arterial or subdivision-edge street must show a finished, decorative face to the street, with shrubs or groundcover between it and the right-of-way. A corner-lot street-side fence may not run past the front wall of the house.
Gates
None in the city code. Pool gates under the state pool code: open outward, self-closing and self-latching.
Floodplain Rules
The flood article never names fences. A development permit from the planning director comes before any man-made change to land in a mapped flood hazard area, and nothing encroaches on the floodway without an engineer's certification that it will not raise flood levels. Grovetown Code Secs. 5-102, 5-108
Color Restrictions
None.
Notes
Governed by the city's own zoning ordinance, adopted May 8, 2023, Section 6.015. Columbia County's rules stop at the city line. Where the fence sits relative to the front of the house decides which height applies. Department of Planning and Community Development · 706-860-5094 · 103 W Robinson Avenue, Grovetown, GA 30813
